Move platform session store code from Toolkit to somewhere that better reflects the ownership of this code.

Expecting this bug to be scoped to dealing with https://searchfox.org/mozilla-central/source/toolkit/components/sessionstore.

We're currently expecting that https://searchfox.org/mozilla-central/source/toolkit/modules/sessionstore/ will most likely need to stay where it is, but there might be some nuance to that that needs to be further discussed before it can be actioned.
