Filing this ticket to ensure we meet design specs when the migrated Review Checker is used with dark mode. We don't have the spec on Figma yet, but we can refer to sidebar's Figma designs as a starting point: https://www.figma.com/design/ZFavpnAJee39j2mFf8U3D0/Sidebar-UX-Spec?node-id=10888-129128&node-type=frame&t=9BjsTNq7ygqNBwvu-0.

If we wish for RC's background colour to be consistent with other tools when a theme is enabled, we could perhaps make use of a lightweight theme consumer like the sidebar does.
