Dragging a tab onto the Other Bookmarks folder does not place the bookmark in that folder

Steps to reproduce:
Step 1: Ensure that the Menu Bar is visible (If it is not, right click on the tab bar and select Menu Bar).
Step 2: Visit a web site of your choice.
Step 3: Click and drag the tab of that website into the Bookmarks menu on the Menu Bar, and then onto (but not into) the Other Bookmarks folder. Release your mouse button. (In other words, do not drag your mouse into the sub menu that pops up on the right hand side that shows the actual content of the Other Bookmarks folder).
Actual results:
The bookmark is not added to the Other Bookmarks folder. It is added to the main bookmarks menu.
Expected results:
The bookmark should have been added to the Other Bookmarks folder.
Note: the bug also affects the bookmarks menu that opens up from the button on the navigation bar (you might have to add it to the navigation bar first by right clicking on the navigation bar and clicking Customize Toolbar). The bug does not affect the Bookmarks Sidebar or the Library.

The Bugbug bot thinks this bug should belong to the 'Firefox::Bookmarks & History' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

I was able to reproduce this issue on Windows 10x64 using Fx 130.0.1, Fx 131.0b9 and Nightly 132.0a1. The website is added to Bookmarks folder instead of Other bookmarks.

It's a valid bug report, dropping inside the other bookmarks menupopup (rather than on the menu) works and it's a workaround to the problem.
We'd accept contributed patches for this.
