1920856 - Rename review repo to moz-phab

The moz-phab code is in https://github.com/mozilla-conduit/review/. It would be good to have it under a more discoverable name. I suggest moz-phab (over MozPhab or others), to match the naming of the source files.

Open questions before moving forwards:

• GitHub would redirect requests from /review to the new name automatically.
• Could it break other workflows?
  • One thing to test is whether git URL still work.
  • Anything else?

We are going to wait until glob is back and discuss in the team meeting. :)

While I'm in support of the idea, as the risk of breakage around this rename is unknown (even with GH's redirection) we're going to defer this until we have cycles to deal with possible fallout.
