1921206 - Consider moving PushNotificationsCleaner logic into ClearDataService

Currently the cleanup logic lives entirely in PushService.sys.mjs. We should consider moving it to the cleaner itself in ClearDataService. The cleaner could iterate over all entries and do the filtering itself and only tell the PushService which particular entries to remove. This has the advantage that the PushService itself does not need to have specialized clearing code (e.g. clearing specific partitions etc.).

Edit: We need to keep in mind that GeckoView has its own implementation GeckoViewPush.sys.mjs that would need to support this behavior too.
