With the "Show and hide sidebar" setting, the selected sidebar panel needs to be reselected when you re-show/open the sidebar. My understanding is that this mode is supposed to more or less emulate the current sidebar button behavior.
STR:
- Set sidebar.revamp to true
- Open the history panel in the sidebar but clicking its icon in the narrow sidebar launcher
- Close the sidebar by clicking the sidebar button
- Re-open the sidebar by clicking the sidebar button
ER:
- The history panel would be opened
AR:
- No panel is open, I need to click again on the history icon to open it.

Thank you for filing the ticket! From my memory, this is not a bug, but something we accepted as imperfect behavior for 132 - it's been tracked as the last item in this table, but it's good to have a ticket on file.
