Build: 02-05 trunk build / WinXP-JA

Steps to reproduce:
1. Launch browser and load some pages that has different language encoding than
OS. e.g. http://www.sina.com.cn, http://www.joins.com...etc.
2. Drag/drop these pages into desktop.

Result:
The characters are not displayed completely.

Not reproducible on IE.

what a hack. I have not touch mozilla code for 2 years. I didn't read these bugs
for 2 years. And they are still there. Just close them as won't fix to clean up.
