Opening a link containing a text fragment does not preserve the fragment in the address bar

Steps to reproduce:

  1. Navigate to https://web.dev/articles/text-fragments
  2. Control click on https://blog.chromium.org/2019/12/chrome-80-content-indexing-es-modules.html#:~:text=ECMAScript%20Modules%20in%20Web%20Workers

What happens:

(Sometimes) the fragment is highlighted and scrolled to in a new tab. The portion of the URL containing the fragment is not present in the address bar.

Expected result:

The fragment appears in the address bar. This is how it works on Chromium.

Looks like I may have an extension causing this.
