1922710 - helper_fission_scroll_handoff.html and helper_fission_inactivescroller_under_oopif.html are not run at all

These two tests have been ported from mochitest-browser to mochitest-plain, but they are not listed in test_group_fission.html and so they are not running at all.

It looks in the patches that ported these tests, https://phabricator.services.mozilla.com/D217162 and https://phabricator.services.mozilla.com/D217165, the change to add them to test_group_fission.html has been dropped.
