Steps to reproduce:

I had approximately 10 windows open (I have one window per project). I have Firefox configured to restore my windows after restart. I shut down firefox by right-clicking on the Windows 11 taskbar icon and selecting "Close all windows". Then I launched Firefox by clicking on the taskbar icon (I have Firefox pinned).

Actual results:

Only five of my windows were restored.

Expected results:

All 10 windows should have been restored.

The Bugbug bot thinks this bug should belong to the 'Core::Widget: Win32' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
