1923362 - Keyboard shortcuts aren't localized in the pdf.js viewer

While looking at the bug https://github.com/mozilla/pdf.js/issues/18856, I was wondering if shortcuts must be "translated" and after few queries on searchfox, I found:

• https://searchfox.org/mozilla-central/source/toolkit/locales/en-US/toolkit/global/textActions.ftl
• https://searchfox.org/mozilla-central/source/browser/locales/en-US/browser/browserSets.ftl

So we must do the same in the pdf.js viewer.
