TASKCLUSTER_{ROOT,PROXY}_URL were added as a workaround for bug 1551875, but aren't necessary since the move away from packet.net (bug 1635877).

These were needed to work around bug 1551875; since then, these tasks moved to
aws (bug 1635877), then gcp (bug 1780219), making this very much obsolete.
