I would like to see parental controls that can restrict such things as hours
children are allowed to use browser, and restricting childs ability to download
via the browser. These settings need to be password protected to keep child
from finding and turning them off as they can in IE.

I doubt such a feature will become part of the Mozilla core project. There are
third-party tools to do this. You might suggest a new project on mozdev.org to
create such a parental control feature as a Mozilla add-on.
