These settings need to be password protected to keep child from finding and turning them off as they can in IE. Reproducible: Always Steps to Reproduce: 1. 2. 3.
I doubt such a feature will become part of the Mozilla core project. There are third-party tools to do this. You might suggest a new project on mozdev.org to create such a parental control feature as a Mozilla add-on.
