Bug 1923836 (address bar showing behind notification bar with default settings, i.e. horizontal tabs) is "fixed" in 20241013091836.
The fix was backing out bug 1922802 (address bar showing behind bookmark toolbar with vertical tabs), since it ended up affecting also standard tabs. That means the address bar is still showing behind the toolbars when you have vertical tabs enabled.
