tab preview doesn't play well with fullscreen address bar auto-hide

Steps to reproduce:

  1. Firefox 131.
  2. Gnome 45 wayland.
  3. Tabs on top along with address bar.
  4. Fullscreen (f11).
  5. Navigate to example.com.
  6. Hover mouse cursor to top over tab. Reveals tabs (on top) and url bar (below). Preview appears.
  7. Lower cursor slightly down below the tab to the url bar just over the preview as if reaching for the url bar / search / menu or any extension button.

Actual results:

The tabs and url bar auto-hides before you get a chance to click anything.

Expected results:

The preview should disappear without the url bar + tabs auto-hiding so to make it possible to click the url text box or any of the buttons.

Note:
Disabling the tab preview under Settings -> General -> Tabs doesn't fix the problem with the new textual tooltip showing the same issue. It's necessary to disable the preview feature and restore the previous (system?) tooltip by setting browser.tabs.hoverPreview.enabled to false.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
