When the user is disconnected from sync, we should update the treatment of "Turn on Syncing..." to have more context for the user of why they should enable it.
Acceptance Criteria
- Yellow Notification dot on the Avatar Icon
- PXI panel has “Turn On sync” option
- There’s a yellow dot to highlight the option
- Turn on Sync redirects to the open CWTS modal in the about:preferences#sync page.
