If "When new messages arrive" + "Use the system notification" are enabled, no notification appears in the system tray on receipt of new message

I always remember having set both "When new messages arrive" + "Use the system notification" to be checked on / enabled to notify me when a new message arrive. I only just recently noticed that with both of these enabled, I no longer see a new message notification window appear in my system tray. I know this was how I always set my TB notifications because I double checked my TB Portable on my work USB stick and both are set there as well. For sure this is due to a recent change.
STR Using 128.3.2 :
- Go to Tools > Settings > General > Incoming Mails
- Enable both "Show and alert" and "Use the system notification"
- Send yourself a test message
Expected Results:
- A New message notification window should appear in the system tray
Actual Results:
- A New message notification window doesn't appear in the system tray
Disabling "Use the system notification" seems to bring back the old behavior. Forgive me if there was some change I missed.
System notifications are somewhat flaky. Check that in "Manage Notifications" banners and action centre entries are enabled. If all this fails, remove this registry entry: HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Notifications\Settings

I've lost my system banner notifications at some stage, but fixed the issue this way.
There are also
HKEY_CURRENT_USER\SOFTWARE\Classes\AppUserModelId
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\AppUserModelId
where TB currently writes an incorrect value, bug 1922961. The Thunderbird entries can be removed they will be reinstated on reinstall of TB.
