Steps to reproduce:

I am trying to save a file from Firefox to a new directory (for example, a download file etc.). I am encountering a similar problem with Thunderbird as well.

Actual results:

When I try to create new folder, the Firefox getting unresponsive for long time, tens of seconds up to 1 minute and then is the folder created. When I make the same (creating a directory) from explorer, it happens immediately. It is interesting, that it does not happen all time, but only sometimes.

Expected results:

Creating directory should be so fast as from the explorer.

I assume you are trying to create a new directory in the Save As window? That prompt is managed by the OS and Firefox can't do much.
In my experience these slowdowns are usually due to network shares, so you have any network disks or shares mounted on this system?
For the hang there may be a relation with Bug 1677170.

I am encountering a similar problem with Thunderbird as well.

The current Thunderbird release doesn't have the code for bug 1671770 live, so that can be ruled out. Other Firefox windows should still be responsive while the file-picker is busy, though.

As Marco noted, this is usually due to network shares. Does this happen more often in certain subfolders? Alternatively, if you turn off OneDrive (or whatever else you might be using), does this still happen?

Separately, can you try taking a Firefox profile while creating a slow folder? (To work around a known bug, make sure to open the profiler in a separate window, and stop the profile before closing the file-picker. When you upload the profiler, make sure that "Include hidden threads", the topmost checkbox, is checked.)
