If this is TV only I don't think I have the cycles to investigate. I took a quick look, and the failure screenshot here is not helping (there's no Firefox window at all).

Maybe verify is doing something odd where the window is minimized / moved offscreen or something?

verify runs normally just in a loop. The screen capture is part of the error handling and we don't adjust that process. TV is designed to find potentially flaky tests, at the very least put a skip-if = verify in the manifest to prevent future hiccups.
