We should migrate the strings in the merge warning dialog when setting up sync https://searchfox.org/mozilla-central/source/browser/locales/en-US/chrome/browser/syncSetup.properties#11 as the profile work coming down the line will have some additional choices for the user and we should migrate the old strings to prevent complexity down the line.
