after choosing "move incoming messages determined to be junk mail to:" and my
local folders, a folder "Junk" is created, but is interspersed within my custom
folders. it should be listed within the application's folders (e.g. "Unsent
Messages", "Drafts", "Sent", ...)

Steps to Reproduce:
upon restarting mozilla, the mailbox moved to the proper position.
Confirmed the scenario for a POP account, however it doesn't require exiting the
app, user only has to collapse the twisty for the account and expand it again to
get the Junk folder placed at the top with the othe special folders.   

Note: if user selects to place the Junk mail in a user created Junk folder it
never becomes a special folder with icon and placement.  However, Junk mail will
be moved.  this is a different bug 190349.

Note that you can test this simply by deleting Junk.msf and starting Mozilla or
Thunderbird -- the folder loses both its icon and placement.
