Steps to reproduce:
"Scrolling" refers to touchpad scrolling the whole time.
(1) Open a PDF in firefox. Scroll down around a page. Scroll up around half a page, so that there is still a scrolling motion without further moving the fingers. Press CTRL. The scrolling motion stops, as expected.
(2) Now scroll the same way up to the top of the page, so that you get a bounce effect. Press CTRL. The PDF zooms in from the scrolling motion. It zooms out when doing the same with the bottom of the PDF. This behaviour is inconsistent with (1).
(3) Now have two tabs, both PDFs. While scrolling on one PDF, switch to the other tab with CTRL+Tab or CTRL+Shift+Tab and still hold CTRL.
If you switched the tab fast (more exactly: time between scrolling motion stop and tab change) then the current PDF tab will zoom in/out AND the previously opened PDF tab will zoom in/out. This behaviour is inconsistent with (1).
(4) If you switched the tab slowly (you can actually wait up to 2 sec, as long as there is still "hidden" scroll motion, even if it doesn't scroll the current PDF) then the current PDF tab will zoom in/out. This behaviour is inconsistent with (1).
Expected results:
First I thought (2),(3),(4) are bugg symptoms but I tested the same with the mousewheel and here it just zooms in/out after pressing the CTRL key.
So from a consistency-perspective (1) should actually be corrected: Instead of stopping scrolling motion when pressing the CTRL key, it should switch from scrolling to zooming in/out.

I've managed to reproduce scenarios (1), (2), and (4) on Windows 11 x64 using Nightly 134.0a1. However, I was unable to reproduce scenario (3), possibly because I did not switch between tabs quickly enough.
Given the inconsistent behavior observed, I'm marking this issue as New.
