Steps to reproduce:
I tried to move the menu bar above the search toolbar.
Actual results:
Currently the menu bar is fixed in position, it can only be shown/hidden.
Expected results:
I would suggest turning the menu bar into a toolbar button, which could be placed wherever the user wants it.
As a default it can be placed into its own menu bar, which can be enabled/disabled like the current functionality, but if the user wants it can disable the full menu bar, and place the menu bar button anywhere by customizing the layout.
This is not a direct duplicate of #1822991, it is merely a suggestion how to solve the problem, but as that bug is closed and needs permission to comment, I had to post this separately.
