THIS BUG SHOULD NOT BE A BLOCKER FOR THE MENU EXPERIMENTS.

Steps to reproduce

1. Install 1-2 extensions on Android
2. Disable one or more extensions
3. Observe that the preview text for the Homepage and Website menu lists all extensions, even ones that are disabled.
4. On a website, click through to the extensions submenu and see that only enabled extensions are listed, and that the disabled extensions you saw on the preview text are not there.

Expected behavior

On the homepage menu, only enabled extensions should show in the preview text. If all extensions are disabled, we should use the "No extensions enabled" state in the preview text (see Figma).

On the website menu, only enabled extensions should show in the preview text. If all extensions are disabled, we should use the "No extensions enabled" state in the preview text (see Figma).

Note: In private browsing homepage/website menu, we should only show extensions that are enabled for private browsing.

Actual behavior

Today, we are listing all extensions in the preview text, regardless of whether they are enabled or disabled.
