A resolution was made for csswg-drafts/#4573.
[css‑fonts‑4] Add `emoji` as a keyword to `unicode‑range`
- RESOLVED: we are going to create keywords for unicode ranges

There's been considerable discussion in the CSSWG issue, but we're not at the point of having an implementable spec yet, so this is a placeholder for when the details are eventually settled.
