In the GeoNames dataset, admin1_code values for Canadian provinces are two-digit numeric values. OTOH values for U.S. states are the usual two-letter postal abbreviations. Firefox uses admin1_code as the region code and passes it to Merino, which passes it to AccuWeather, which doesn't handle the Canadian codes. We should convert them to postal abbreviations similar to the U.S. ones.
