According to SRE, our hosted envs set the BOUNCER_PINNED_BASEURL_HTTP and BOUNCER_PINNED_BASEURL_HTTPS env variables, which means we never use the mirror_mirrors database table. There is a lot of code we can clean up by exclusively relying on these two env vars.
