When using Ctrl-Wheel mouse to size text, the text just keeps growing larger or smaller until ctrl is released regardless of whether wheel is being moved or not.

provided control is the designated hot key to use the wheel to size text - hold
control down and move the wheel, as long as control is still being held text
keeps growing larger even if mouse wheel is no longer being moved.  Releasing
control causes growth or shrinkage to stop

Reproducible: Always

Steps to Reproduce:
1.  Configure mouse wheel to use control as default for font size change.
2.  Hold down control
3.  Roll Wheel mouse
4.  Rlease Mouse Wheel, text keeps changing size as long as control is still
being held.

Actual Results:  
Text grew smaller or larger as long as control was being held

Expected Results:  
Text should have only grown or shrunk with motion of the wheel.  Thus if control
was still being held and user released the wheel the text should have stopped
changing size.

This works for me with 1.6 and Win2k.
James, do you still see this with moz 1.6?
