Bug 1929753 reports intermittent signature validation errors, and the log shows signedState -1 (aka SIGNEDSTATE_UNKNOWN), as seen at
https://bugzilla.mozilla.org/show_bug.cgi?id=1929753#c37.
To investigate it, we need to know why exactly the signature failed to verify.
