We add a trivial /.well-known/shared-storage/trusted-origins handler
so that we can make a PR update
(https://github.com/web-platform-tests/wpt/pull/49112) to
third_party/wpt_tools/wpt/tools/serve/serve.py to handle this file.

Later, when we add tests, we will also add nontrivial logic to
trusted_origins.py.
