Instead of the phoenix icon that would appear at the left of the window bar, I
can just see a win32 icon.

Steps to Reproduce:
1.run last version of phoenix in windows 95 or 98(SE).

Actual Results:  
The phoenix icon isn't visible

Expected Results:  
Application icon should be visible.
