I upgraded to 1.3b from 1.2.1 where I had several multiple-criteria mail
filters.  In 1.3b the filters still seem to exist properly -- they work -- but
when I go into Message Filters / Edit, the view showing the criteria will not
scroll.  I can use the up and down arrows and the highlight bar appears or
disappears at the right times as though I were looking at a list, but I never
see the other criteria.

Reproducible: Always

Steps to Reproduce:
1.  Create a multiple-criteria message filter in 1.2.1.
2.  Upgrade to 1.3b
3.  Go to Message Filters and select and edit the multiple-criteria filter.
4.  Use the up and down arrows to see the highlight appear and disappear.

Actual Results:  
As described.

Expected Results:  
Should be a vertical scrollbar on the criteria window as in 1.2.1.

I also cannot see to add additional criteria to existing filters.
