Windows Only, using 2/13 Trunk build.

Go to a page where the right content scrollbar appears like Netscape.com.
Open and close the sidebar.  Notice the right scrollbar flashes into the content
area (briefly, looks like it's following the sidebar) and then snaps back to
it's correct location.

Expected behavior: right scrollbar should not look like it's moving.  Needs to
stay put like on the Mac.

I'd suspect this is WFM, but no testcase (netscape.com is now just a single page).
Perhaps the reporter can say or provide a new URL. But for now...
