Steps to reproduce [can add screenshots or video recordings for reference]:

  1. Set browser to dark theme
  2. Create a tab group
  3. Collapse the tab group

Expected behavior [What should have happened?]:

The outline and text colours for each colour group is different and should match the spec here

Actual behavior [What actually happened?]:

The outline and text appears to be all white (#FFFFFF)
