1932776 - migrate stateless_dns off of papertrail

Per the README in https://github.com/taskcluster/stateless-dns-server, I'm filing the bug here. If this isn't the right place, please redirect it.

stateless_dns is the only thing sending log data to the Mozilla Treeherder Papertrail tenant. We'd like to shut that tenant down before the end of this year if possible.

Off the top of my head, I think we have a couple of options:

1. send the log data somewhere else--maybe GCP logging?
2. decide the log data isn't very interesting and shut down the Papertrail tenant without migrating stateless_dns to something else

Let's go with option 2. This is a non-critical service, and we haven't had to troubleshoot its logs in the past few years, and this year we are deprecating the service anyway. If we need to troubleshoot in this last year, we can set up an alternative log solution at that point, I would say. Thanks Will!
