Steps to reproduce [can add screenshots or video recordings for reference]:
Create a tab group with 2 or more tabs (make sure there's no other tabs in the tab strip)
Expected behavior [What should have happened?]:
Dragging the last tab (far right tab) should move the tab out of the group
Actual behavior [What actually happened?]:
Can't move the last tab out of the group if there's no ungrouped tabs in the tab strip (see video)
