Regression caused by (bug #): bug 1922551 caused code from bug 1918699 to be active during more tests
User impact if declined: Possibly shutdown hangs, but fairly unlikely if the application managed to open.
Testing completed (on c-c, etc.): Automated tests on c-c have been fine and the feature still works. Patch applies to c-b.
Risk to taking this patch (and alternatives if risky): Low risk, changes from one way to load a module to another, mainly changing timings and code paths slightly.
