Steps to reproduce

1. Enable the new toolbar.
2. Load https://www.wikipedia.org/ in a new private tab. (This issue happens in a regular tab, but you won't see the "Donate now" banner if you have previously browsed to Wikipedia in regular browsing mode.)

Expected result

Some way to dismiss the banner and access Wikipedia. Either the banner's "X" dismiss button should accessible in Firefox's web viewport or scrolling the banner or the page behind it should scroll the page or hide the dynamic toolbar.

Actual result

The "Donate now" banner is taller than Firefox's web viewport since the new toolbar takes up more vertical space on the Moto G5's small screen. The banner's "X" dismiss button is off screen. Trying to scroll the banner or the page behind it does not scroll the page or hide the dynamic toolbar.

The banner's "X" dismiss button is accessible in Firefox's web viewport when using the old toolbar.

Resolving as WONTFIX because I see now that the "Donate now" banner can be scrolled and it can be dismissed if you scroll to the very bottom of the banner and tap the "Collapse" link.
