1933813 - "Close other tabs" should save and close groups, including collpased groups

Steps to reproduce [can add screenshots or video recordings for reference]:

1. Create a tab group with several tabs inside it
2. Collapse the tab group
3. Open several ungrouped tabs
4. Right-click on an ungrouped tab and select "Close all other tabs" from the context menu

Expected behavior [What should have happened?]:

The collapsed tab group disappears along with all other tabs

Actual behavior [What actually happened?]:

All ungrouped tabs close but the collapsed tab group stays opened

1. should now close collapsed tab groups
2. should now automatically save any tab groups that get closed

I was able to reproduce the issue on Win11x64 using Firefox build 135.0a1(20241127212333).
Verified as fixed on Win11x64/Ubuntu22.04/Mac 12.6 using Firefox builds 135.0b9 and 136.0a1.
