Following the recent landing of bug 1655066 which added settings migration for icons, it appears that we have an increase in "failedSettings" for search service initialisation. It appears to be a low level, but we should investigate if this is related to the migration, and potentially add some mitigations if we need to.

Set release status flags based on info from the regressing bug 1655066

Correction - it was bug 1655076 that has potentially caused the issue here.
