User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_15_7) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/131.0.0.0 Safari/537.36
Steps to reproduce:
Use a tool that uses the browser's capability to record media.
Approve when asked to use web camera and microphone.
Actual results:
There is an infinite spinning wheel and the recording does not start. This does work, however, if "Remember this decision" is selected when approving.
Expected results:
The recording should work whether the remember is checked or not.

The Bugbug bot thinks this bug should belong to the 'Core::WebRTC' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

- Type "about:support" in Firefox and copy-paste its contents here
- Please attach a testcase that reproduces this issue for you.
- If this used to work in an earlier version of Firefox, please do a bisection to find the exact change that caused this (https://mozilla.github.io/mozregression/)
