Steps to reproduce:

I'm using the latest dev build 134.0b5, which fixed the emoji panel display bug #1855346. Stephen A Pohl promised in two bug reports (#1875645 and #1912814) that this issue with the macOS Help menu not displaying correctly using the Shift+Cmd+/ keyboard shortcut would be fixed once the team fixed the emoji panel display issue (bug #1855346). The emoji panel display issue has been fixed, but the Help menu still doesn't work.

There are no problems with the system keyboard shortcut Shift + Cmd + / in Chrome and Safari 👌

Thanks for reporting (again). One of the earlier patches for the bugs that you referenced was fixing this shortcut as well. However, the patches went through several iterations and I did not re-verify that this shortcut remained fixed with the final patches. I will take another look.

In Firefox Developer Edition 136.0b2 this keyboard shortcut works fine! I'm using macOS Sequoia 15.3 (24D60). Thanks for the fix! 🤝

I can reproduce the issue in Release v134.0.2 and v135.0 and I can confirm the fix in Beta v136.0b5.
This was tested in MacOS 14.7.1 and MacOS 11.7.10.
