Steps to reproduce
- Have a Few Tabs opened.
- Create 2 New Tab Groups.
- Have a Free Tab to the right of the 2nd group.
- Drag a Tab from the First Group outside of the groups past the 2nd group right before the Free Tab.
Expected result
- Users should be able to move a Tab past a 2nd group and place it outside of any group.
Actual result
- Dragging a Tab from the first Group and placing it past a 2nd Group before a Free Tab will add the moving Tab to the 2nd group.

This issue is verified as fixed in our latest Nightly build 137.0a1 (2025-02-24), I think its disabled for 135 and 136 ? will this issue be uplifted to beta and release ?
