Preconditions
Set browser.tabs.groups.enabled true

Steps to reproduce

1. Have a Few Tabs Groups on the TabStrip.
2. Close any Tabs to the left of the Groups.
3. Open 10 tabs to the right of the groups.
4. Hit The Right Arrow Scroll Forward button until only the first tab is visible and the Groups are hidden.

Expected result

• Groups should be counted for the Scroll Back button.
• As long as there are Groups in the Tab Strip the Scroll back Button should be displayed as Enabled.

Actual result

• Reaching the First free Tab will Show the Scroll Back arrow as Disabled.
  The user can still click the Scroll Back arrow even though its disabled.
