1936397 - green up web-platform-tests on windows11 24H2

I found in many cases 1 reftest would fail (and restart the browser) but all other tests would pass. I would mark it as skip or expected fail and push to try again, then the next test in the list would fail, repeat a dozen times.

This tells me there is something wrong with the harness or the tests. It is most likely an earlier test putting the browser in a state that causes failure.

In addition I am going to remove windows 11-32 wpt-reftest (nothing else). As part of our migration we are working to reduce 32 bit testing a little bit.
