When the tab strip is full (i.e., tabs are at their minimum size and scrolling), the updated tab mute icon design causes the tab label to be hidden, and it also pushes the close button off the edge of the tab.

This was added as part of sidebar changes, so I'm going to move it that component. If we'd prefer to move it to Tabbed Browser instead though, that also works.

Reproduced the issue with Firefox 135.0a1 (2024-12-12 on Windows 10.
The issue is verified fixed with Firefox 136.0a1 (20250109183900) and Firefox 135.0b3 (20250110123854) on Windows 10, Ubuntu 22 and macOS 14.
