Steps to reproduce
- Have a Collapsed Tab group with over 20 tabs.
- Click the Tab group to Expand.
Expected result
Expanding a Tab group should keep the Tab group in view.
If a User forgets what tabs he might have in a group and has over 20 tabs in it, it would be easier to open and Collapse the group if the Tab Group Label remains in view.
Users might just want to Expand the Tab groups to look inside and collapse it back again.
Actual result
- If there are a lot of Tabs in a Tab group expanding the group would auto scroll to the end of it and the user would have to scroll all the way back just to Collapse that Tab group.

Seems like this is basically the same as bug 1937150.

My idea here was that it shouldnt scroll at all and just keep the Tab group in view when we collapse or expand a Tab group, that way if a user has multiple tab Groups and he just wants to Open and Close groups to look inside them without interacting with any of their tabs it wont Auto Scroll back to the Active Tab.
If an Active Tab will always steal focus, a user cannot select an Active Tab in a Collapsed Group, by the time its expanded to select a Tab from the beginning of the Tab group, the auto scroll is already focused on a previously selected Tab.
