As far as I can tell (or find out from people I have asked, including jag), the 
en-GB and en-DE langpacks under mozilla/l10n are entirely obsolete and wouldn't
work even if built. Can this (like other obsolete code in the tree) be removed.
If not, what should be done with it? (Can we somehow make it more clear that
this is absolutely unmaintained?). Thanks.
