up/down arrows don't scroll document if selection

In Composer, load the debug test document.
Set the scrolling position so you see the top of the document
Select All
Press the down arrow.

Notice that the document didn't scroll with the arrow keypress.  It will scroll
if I press a letter.

This bug can also be reproduced by scrolling to the bottom of the document,
selecting all, and pressing the up arrow.

Lastly, it can also be reproduced by making a selection which does some scrolling
(and pressing the corresponding arrow key).
