Previously we disabled quinn-udp (i.e. continued using NSPR) on Android x86 due to Bug 1910594. Without quinn-udp we could as well not do QUIC ECN. The root issue has been resolved with Bug 1916412.
In addition, we landed Bug 1938063 in the meantime, supporting Linux and Android OS versions without TOS (i.e. ECN marking) support.
Thus we can now do QUIC ECN on Android x86. We should start using it on Nightly.
